				<content:encoded><![CDATA[<p>The Collection Development Officers at the ten UC campuses, the UC health and life science selectors (UCHLS)  and CDL have decided to cancel the Informa Healthcare (IHC) systemwide license as of January 1, 2011.  There were three important systemwide principles that were the basis for the IHC decision:  the reality of UC library budgets and a mandate to reduce consortial spending, the use of clear value metrics to inform decisions of fiscal responsibility, and the need for sustainable pricing in the scholarly publishing marketplace.  Additional information is provided for the UC community and public on CDL’s <a href="http://www.cdlib.org/services/collections/current/challenges.html">Challenges to Licensing</a> web page.</p>
<p>CDL is working with IHC to ensure continued access on the Informa platform of holdings through 2010, and SCP will update catalog records to reflect the new ending date.  Access to CRC Press journals will continue through 2012 due to a prior agreement.  CDC will work with UCHLS during 2011 to monitor the impact of the IHC cancellation in the UC community &#8211; check with your UCHLS campus selectors for more information on local communication and outreach.<strong></strong></p>

<p>CDL and a number of campuses were able to make significant purchases for perpetual rights on behalf of all UC campuses with end-of-year funds in 2010.  The acquisitions cover many important resources across the sciences, humanities and social sciences and were recommended by UC bibliographer groups in a survey at the beginning of the year.  On behalf of CDL, we would like to thank the bibliographer groups for their input in the selection of new one-time resources in 2010.  </p>
<p>All UC campuses now have access to the following new resources:</p>
<p><strong><span style="text-decoration: underline;">Encyclopedia of Religion, 7<sup>th</sup> ed.</span></strong> [Gale/Cengage -- via the Gale Virtual Reference Library] and seven other reference books in the area of religious studies such as Contemporary American Religion and Encyclopedia of Buddhism.  The Encyclopedia of Religion is the newest edition of the Dartmouth Medal-winning resource by Macmillan.  It is considered the standard work in the field and was chosen as one of Library Journal’s most important reference works of the last millennium.  The 15-volume set includes over 3,300 articles by more than 2,000 experts around the world.  Highly recommended by the Anthropology, Philosophy &amp; Religious Studies and Sociology groups. </p>
<p><strong><span style="text-decoration: underline;">IEEE-Wiley eBooks Library</span></strong> [via IEEE Xplore] includes all IEEE-Wiley titles for the current year plus the complete backlist of more than 400 titles delivered on the IEEE Xplore platform. The collection spans bioengineering, power &amp; energy and communication technologies among other growing areas of research.  Recommended by the PSE (Engineering) group.</p>
<p><strong><span style="text-decoration: underline;">New England Journal of Medicine Archive (1812-1989)</span></strong> [via the <a href="http://www.nejm.org/loi/nejm?genre=journal&amp;issn=0028-4793&amp;url_ver=Z39.88-2004">NEJM web site</a>]  All campuses have access to the NEJM Archive thanks to Julia Kochi (UCSF) who provided the core funding.   Eight campuses shared the remainder of the cost, with Santa Barbara and Santa Cruz included gratis.  Recommended by UCSF along with the Health and Life Sciences (UCHLS) group.</p>
<p><strong><span style="text-decoration: underline;">Historical Chicago Tribune (1849-1986) and Historical Washington Post (1877-1992)</span> </strong>[via ProQuest; <a href="http://uclibs.org/PID/115867">http://uclibs.org/PID/115867</a> searches all ProQuest Historical Newspapers]  These<strong> </strong>two important resources complement earlier purchases of historic newspapers from ProQuest.  Recommended by the News, British/U.S. History and Women’s Studies groups.</p>
<p><strong><span style="text-decoration: underline;">Wiley’s General Medicine and German Chemical Societies backfiles</span></strong> [via Wiley Online Library] The General Medicine backfile includes 53 titles from both Wiley and Blackwell.   The German Chemical Societies backfile includes the flagship title, Angewandte Chemie (German Edition), 1887-1997.  Recommended by the UCHLS and PSE (Chemistry) groups.</p>
<p>In addition, Jean McKenzie (UCB) finalized a one-time purchase of the 2010 <strong><span style="text-decoration: underline;">SPIE eBooks</span></strong> [via the SPIE Digital Library] along with the backfile (1989-2009) on behalf of all 10 campuses.  The purchase was paid by eight campuses and facilitated by the PSE group.  UC Davis provided extra funding to cover UC Riverside’s participation and SPIE added UCSF at no cost.</p>
<p>CDL would like to thank the campuses that generously contributed beyond their own cost shares to ensure that all UC students and faculty would benefit from access to the new resources in 2010.  During an especially difficult budget year, this generosity and consortial spirit is much appreciated.</p>

<p>CDL currently manages almost 400 online resources acquired on behalf of the UC campuses during the last ten years.  The majority of these resources are of broad, systemwide multidisciplinary interest for scholarly research and undergraduate curriculum.  In the last few years, more specialized resources have been acquired in the sciences, social sciences and humanities, including new content areas such as music, images and East Asian languages.</p>
<p>As the information available in electronic form penetrates ever more deeply into specialized subject areas, need has emerged for new tools to support the increasing diversity of collection development objectives across the UC system.  Often a single campus, or a small group of campuses, is interested in acquiring specialized e-resources to support local research and curriculum goals.</p>
<p>As a way to facilitate individual campus licenses as well as potential Tier 2 efforts, CDL has begun to negotiate predetermined campus discounts with the most requested aggregators where UC already has established licenses.  The objective is to give campuses flexibility to choose to locally license or consult with other campuses to license on a multi-site basis during the year, benefiting in each case from a negotiated discount.  Such e-resources may also evolve into formal Tier 2 arrangements depending on the level of collective interest.</p>
<p>In order to facilitate and streamline this process and offer the benefit of pre-determined discounts for single and multiple campuses, CDL has set up the <strong><em>Campus Discount Program</em></strong>.</p>

<p>As part of its collaborative mission and if one-time funds are available, CDL  acquires digital rights in perpetuity to important scholarly resources.&nbsp; CDL was  able to purchase perpetual rights to eight new resources with end-of-year funds in June 2009. </p>
<p>The resources  purchased by CDL were all top priorities requested by UC bibliographer groups,  particularly African Studies, Califa, English and American Literature, GILS,  News, and Performing Arts.&nbsp; Because such decisions must be made within a short  period of time, preference is generally given to resources that can be  accommodated under an existing license or whose licensing terms are expected to  be straightforward.&nbsp; All UC campuses will have access to the new resources at no additional cost in FY 2009/2010. </p>
<p> Following is a  brief summary of the new consortial acquisitions. </p>
<p><strong><u>CDL End-of-Year  Acquisitions in FY 2008/2009 </u></strong></p>
<p><strong><em>Archivision  Digital Research Library</em></strong> &nbsp;   [<a href="http://uclibs.org/PID/44518">http://uclibs.org/PID/44518</a>]<strong>&nbsp;&ndash; </strong>28,000 images of art, architecture,  gardens, parks and historic or contemporary  sites from all over the world.&nbsp; The Visual Resources  group has requested <em>Archivision </em>as their #1 priority for a  number of years.&nbsp; <em>Archivision</em> is hosted  on the ARTstor platform and is now  available to all UC users.</p>
<p><strong><em>LexisNexis  Congressional Hearings Digital Collection Part A (1824-1979)</em></strong>&nbsp;&ndash; [Note:&nbsp; This resource  has not yet been activated.&nbsp; The PID will be distributed as soon as the licensing  process has been completed.]&nbsp; Public  policy starts and ends with Congressional committee  hearings.&nbsp; In these  hearings, Congressional committees assess, amend, approve or kill legislation, as well as oversee the  implementation and effectiveness of  previously enacted legislation falling under their jurisdiction.&nbsp; The  LexisNexis <em>Congressional Hearings Digital Collection</em> forms an unparalleled documentary record of events and public  policy issues faced by America,  as well as the objectives and actions of Congress in dealing with these  events and issues.&nbsp; In addition to responding to long-standing selector recommendations,  this acquisition  will also facilitate shared collection management initiatives for government documents. </p>
<p><strong><em>San Francisco Chronicle , 1865-1922 (ProQuest)</em></strong> &nbsp;[<a href="http://uclibs.org/PID/131928">http://uclibs.org/PID/131928</a>] <strong>&nbsp;&ndash; </strong>Founded by two brothers in 1865 when the West was still wild, the San Francisco Chronicle covers the completion of the transcontinental railroad, the Klondike gold rush, the S.F. earthquake and fire of 1906, America&#8217;s entry into World War I, and the many events that shaped the San Francisco Bay region.&nbsp; The <em>Historic S.F. Chronicle</em> can be cross searched with the Historical Los Angeles Times (an earlier CDL purchase) for complete historical coverage of the State of California.</p>
<p><strong><em>African Writers Series (ProQuest)</em></strong> [<a href="http://uclibs.org/PID/115824">http://uclibs.org/PID/115824</a>] <strong>&ndash;</strong>The Heinemann&#8217;s <em>African Writers Series</em> includes seminal works from the canon of African literature of the 20th century: influential stories, drama, poetry, author biographies and literary works from notable authors such as Nelson Mandela and Nadine Gordimer.</p>
<p>The next four  resources were purchased from Alexander Street Press, an independent publisher of highly acclaimed and unique digital collections. </p>
<p> <strong><em>Latin  American Women Writers</em></strong> &nbsp;[<a href="http://uclibs.org/PID/142275" title="http://uclibs.org/PID/142275">http://uclibs.org/PID/142275</a>]&nbsp; &ndash; A collection  of over 100,000 pages of literature by Latin American  women from the colonial period in the 17th century  forward to the present.&nbsp; Latin America  and its literary culture encompass twenty diverse countries,  each  with its unique voice and struggle for independence  after the end of colonization.&nbsp; The  collection  includes memoirs, essays and  literature in the original language  of the writers. </p>
<p><strong><em>North American  Theatre Online</em></strong> &nbsp;[<a href="http://uclibs.org/PID/142278" title="http://uclibs.org/PID/142278">http://uclibs.org/PID/142278</a>]&nbsp; &ndash; More than 40,000 pages of critical, in-copyright reference  works about authors, plays, theatres, productions,  production companies,  casts and related information covering the  world of theatre from colonial times to the  present.&nbsp; This reference collection includes  upgrades to CDL&#8217;s previously purchased Black  Drama (Vol. 2 upgrade) and Twentieth  Century North American Drama as well as a new resource, North  American Indian Drama. </p>
<p><strong><em>Theatre in Video</em></strong> &nbsp;[<a href="http://uclibs.org/PID/142276" title="http://uclibs.org/PID/142276">http://uclibs.org/PID/142276</a>]&nbsp; &ndash; <em>Theatre  in Video</em> contains over 250 of the world&#8217;s most important 20th  century plays together with  over 100 video documentaries, including the  BBC Shakespeare Series, delivered in  streaming video.&nbsp; When using <em>Theatre in Video</em> together with <em>North  American Theatre  Online</em>, students will be able to find the  complete performance of a play in streaming video, its full text,  production background,  reference materials and related ephemera.</p>
<p><strong><em>Women and  Social Movements in the United States: 1600 to 2000</em></strong> &nbsp;[<a href="http://uclibs.org/PID/142277" title="http://uclibs.org/PID/142277">http://uclibs.org/PID/142277</a>]&nbsp; &ndash;  CDL originally purchased this award-winning collection in 2005 and we are now upgrading to the <em>Scholar&#8217;s  Edition</em>, featuring 75,000 additional pages of scholarly  material about women&#8217;s activism in  public life since 1963. </p>
<p>Lastly, the remainder of  CDL end-of-year funds have been used to extend the SCOPUS pilot through the end  of December 2010.&nbsp; This will allow the CDC Scopus evaluation task force as well  as individual UC libraries and research departments more time to complete their  evaluation and analysis of this tool. </p>

<p>As part of its collaborative mission, every year CDL purchases perpetual rights to scholarly  digital content using end-of-year funds.&nbsp; This growing collection of content provides permanent digital rights on  behalf of future generations of UC faculty and students in varied disciplines across  the sciences and humanities.</p>
<p>Often CDL&#8217;s  perpetual purchases result in a waiver or substantial reduction in ongoing annual  subscription fees, thus offering long-term cost savings to campuses.</p>
<p>This year, in addition to CDL&#8217;s purchases, a number of campuses stepped forward to offer their  end-of-year funds for acquisitions on behalf of the consortium or interested  campuses.&nbsp; The following is a summary of scholarly  content recently purchased by CDL and UC libraries:</p>
<p><strong>American  Chemical Society (ACS) Legacy Archive</strong><br />
  &nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Purchased  by Los Angeles, Merced,  Berkeley and LBL  on behalf of all campuses.</p>
<p><strong>ARTstor</strong><br />
  &nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Archive  capital fee (perpetual rights) funded by CDL on behalf of nine campuses.</p>
<p><strong>Blackwell  Archive</strong><br />
  &nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Complete  Blackwell ejournal archive purchased by CDL and Santa Cruz on behalf of all campuses.</p>
<p><strong>C19:  Index to the 19th Century (ProQuest)</strong><br />
  Requested  by several bibliographer groups in 2007, approved by CDC and purchased by CDL  on behalf of all campuses. </p>
<p><strong>Institute</strong><strong> of Physics</strong><strong> Archive </strong><br />
  &nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Europhysics  Letters and Physica Scripta purchased by San  Diego on behalf of all campuses.</p>
<p><strong>Nature  Archives</strong><br />
  1869-1949 archive  purchased by CDL on behalf of all campuses.&nbsp; UC now owns all Nature content back to Volume 1, Issue 1.&nbsp; This was a one-time buy-out of annual fees  for all Nature archives, purchased by CDL on behalf of all campuses.&nbsp; As a result of this purchase, ongoing annual fees  for Nature archives are now waived in perpetuity.</p>
<p><strong>Sage Archive</strong><br />
  &nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Complete  Sage ejournal archive purchased by CDL on behalf of all campuses.</p>
<p><strong>The  Sixties (Alexander Street  Press)</strong><br />
  Santa  Cruz purchased on behalf of Berkeley,  Irvine, Los Angeles, Riverside and San Diego (to complement UCSC&#8217;s special  collection, the Grateful Dead Archives!).&nbsp; Pre-publication &ndash; to be released soon.</p>

<p>A Japanese-language database service that enables searching of information in papers published in academic society journals or university research bulletins, or included in the National Diet Library&#8217;s Japanese Periodicals Index Database. The National Institute of Informatics has incorporated approximately 2.8 million full text articles (PDF) in NII-ELS, from 1,000 published academic journals. Currently NII has obtained permission to include the papers of 271 academic societies.&nbsp; NII-ELS also provides full text (PDF) of Research Bulletins of Japanese universities. All of the full text articles incorporated in NII-ELS are available through CiNii along with bibliographical information on other academic papers. </p>

<p>CDL&nbsp;has purchased the Times Digital Archive (TDA).&nbsp; We have perpetual rights for&nbsp;115 years (1785 &ndash; 1900)&nbsp;and&nbsp;online access to&nbsp;over 200 years (1785 &#8211; 1985, with 1986 &#8211; 2003 added later this year) of The London Times.&nbsp; The Times is the &quot;world&#8217;s newspaper of record&quot; and covers all major international historical events from the French Revolution to the Falkland War. Users are able to search the full text of the entire newspaper, including articles, editorials and advertising. </p>
<p>CDC approved this purchase in December 2003, but at the last moment the copyright holder, Rupert Murdoch, revoked perpetual rights to the 1900-1985 portion of the file and CDL ended the negotiation.&nbsp; We have since re-negotiated a fair price for the 115 years included in the perpetual rights license.&nbsp; &nbsp;The resource is on the CDL Work Plan 2007, since it was highly recommended by a number of bibliographer groups.</p>
<p>The &ldquo;Sunday Times is a distinct newspaper with no editorial connection to The Times London, and is not included in this database.&rdquo;&nbsp; &nbsp;This information is repeated in the TDA Navigation Guide:<br />

<p>CDL purchased over 100 years of perpetual rights on behalf of all campuses to an important backfile, the Journal of Pathology.&nbsp; Health &amp; life sciences selectors ranked this as the top priority of the Wiley backfiles available in 2007.</p>
