				<content:encoded><![CDATA[<p>Beginning in late 2010, an ad hoc Coordinating Committee consisting of several individuals who were active in the shared print (print archiving) community began to explore ways in which libraries could use OCLC features and services to disclose retention commitments and support resource sharing for shared print resources. A secondary goal of the project was to identify ways in which OCLC systems and services could be enhanced through future system development to support shared print requirements in a more effective way.</p>

				<content:encoded><![CDATA[<p>Researchers can now be assured that the scholarly record will be preserved for future generations through a coordinated system of trusted print archives held at libraries throughout the western United States. </p>
<p>The Andrew W. Mellon Foundation has awarded the University of California Libraries a three-year grant to support implementation of the Western Regional Storage Trust (WEST), a distributed shared print repository program for retrospective journal archives.  Twenty libraries and library consortia participated in the planning phase, including libraries from the University of California system, Stanford University, Arizona State University, the University of Washington, the University of Oregon, other members of the Orbis Cascade Alliance, the Greater Western Library Alliance (GWLA), and the Statewide California Electronic Library Consortium (SCELC).  More than 60 additional academic libraries have expressed an intention to join the project as it moves into implementation.</p>
<p>Under the WEST program, participating libraries will consolidate print journal backfiles at major library storage facilities and at selected campus locations.  Planning partners developed an operating and business model including 1) selection priorities based on risk-management principles, 2) standards for validation, holdings disclosure, access and retention, and 3) a governance model and sustainable financial plan to share costs.</p>
<p>During the initial three-year project (Phase 1), selected WEST “Archive Builders” will actively process approximately 150,000 volumes from 8,000 journal runs (current and previous titles), to allow recovery of the space occupied by potentially millions of corresponding volumes now held  in duplicate by partner libraries.  WEST partner libraries agree to maintain WEST collections for a period of 25 years (through 2035) and to review the agreement to continue to build the archives every 5 years.</p>
<p>An Executive Committee composed of representatives from member institutions will oversee the operation and development of WEST.  The California Digital Library (CDL) at the University of California will serve as Administrative Host for the WEST program.  Primary project staff includes Lizanne Payne (WEST Project Manager) and Emily Stambaugh (CDL Shared Print Manager and Assistant WEST Project Manager).</p>
<p>The outcome of the WEST project will be a robust framework developed and adopted by a variety of partners in the region to support a long-term, distributed print repository. The program will make the archives and retention commitments visible at the national/international level.</p>

				<content:encoded><![CDATA[<p>Emily Stambaugh, CDL’s Manager of Shared Print, recently had an article published in a recent issue of <span style="text-decoration: underline;">Against the Grain</span>.  The <a href="http://www.against-the-grain.com/2010/11/v-22-5-heading-west-circling-the-wagons-to-ensure-preservation-and-access/">article</a> is entitled Heading West: Circling the Wagons to Ensure Preservation and Access, and discusses the Western Regional Storage Trust (WEST) Project, whose long-term goals are “to preserve the scholarly print record at the lowest possible cost through a coordinated system of persistent archives and network level disclosure. An additional goal is to create significant opportunity for space reclamation in libraries and storage facilities.”</p>

<p>The Andrew W. Mellon Foundation has awarded the University of California Libraries a nine month planning grant to organize the “Western Regional Storage Trust (WEST)” — a shared print repository service, focused initially on retrospective journal archives. UC Libraries in collaboration with regional library partners will band together to prepare service models for consolidating print journal holdings in responsible ways to provide efficiencies throughout the libraries. WEST is envisioned as a robust partnership that will allow libraries to build and manage a cooperative regional archive at the network level.  The proposal calls for library leaders in the Western Region of the United States to convene in Oakland, CA to (1) design operating, governance, and business models to support cooperative print archives among diverse partners; (2) establish standards for low-level validation and disclosure; and (3) develop selection criteria incorporating risk-management principles to ensure persistence within the broader context of similarly intentioned national and international efforts.</p>
<p>Library leaders from UC, Orbis-Cascade, GWLA, SCELC, Stanford, CalTech, Occidental College and more will band together to design the Western Regional Storage Trust incorporating sustainable models for participation amongst a wide variety of partners.  We are pleased to announce that Lizanne Payne, Director of the Washington Research Library Consortium, will serve as the consultant for this process.</p>

<p>The Association of Research Libraries (ARL) is initiating a new series of invited reports addressing  emerging roles for research  libraries.&nbsp; The New Roles for New Times series will begin publication with five reports in 2010.&nbsp; The reports will  identify and delineate emerging roles for research  library staff and present research on early experiences among ARL member libraries in developing the roles and delivering services.</p>
<p>Emily Stambaugh, CDL&rsquo;s Manager of Shared Print, is writing the report on <u>New roles in providing print collections: remote storage and collection consolidation</u>.&nbsp; Other reports being developed are:</p>

<p>Each report will describe the emerging role, articulating the audience affected  by the new role and the benefits various constituencies experience  as a result of the new role.&nbsp; Reports will highlight existing work, report  authors&rsquo; findings, and offer analysis of trends, best practices, and key issues. Reports will be freely available as PDF files on ARL&rsquo;s New Roles for New Times Web site <a href="http://www.arl.org/news/pr/nrnt-oct09.shtml">http://www.arl.org/news/pr/nrnt-oct09.shtml</a>.</p>
<p>Complementing the report set, ARL will work with the New Roles authors to organize corresponding webcasts on each  topic.&nbsp; Webcasts  will be scheduled to follow a report&rsquo;s release.</p>

<p>CDL Shared  Print has issued a call for proposals for prospective Shared Print monograph collections in Area Studies.&nbsp; CDC and CDL Shared Print collaborated to design a new, distributed framework for cooperative monograph collecting which will support the continued development of the UC Libraries&#8217; collective collections  of international materials.&nbsp; The call has been issued to the Chairs of  Bibliographer groups, particularly of Area Studies groups, with an anticipated  deadline of January 30th and an open invitation for proposals throughout the  year.&nbsp;The distributed framework envisions a nimble structure for campuses  and extramural partners to make commitments to collect monographs in certain  areas, supported by a formal Memorandum of Understanding between participating  libraries and a common infrastructure to support cross-campus visibility of monograph orders. </p>
<p>As bibliographers prepare their proposals, CDL Shared Print has also appointed a temporary task force to guide the implementation of the Shared Print monograph  proposals across the various library services and to investigate  infrastructure requirements.&nbsp; The CDL Shared Print Steering Task Force is  comprised of leadership level experts from UC Libraries in collection  development, technical services, acquisitions, cataloging, resource sharing,  regional library facilities management and preservation.&nbsp; A key  component of distributed  Shared Print collecting will be the development of policies and common  standards of practice for shared materials across the functional areas of  collection management and library services.&nbsp; The task force will study and  develop these policies and standards to support this new model of collection  development. </p>

<p>CDL/CDC&nbsp;Shared  Print&nbsp;has a new&nbsp;website. <br />

<p>The new  site is integrated into Inside CDL and can be accessed through the Collection Development Process and Collections pages.&nbsp; The site consists of two  parts:</p>

One of the goals for Shared Print is to bring greater visibility to current cooperative print agreements. These pages index the active cooperative print agreements made by UC Bibliographer groups, individual UC Libraries, extramural partners  and the California Digital Library (on behalf of the UC Libraries).</p>
<p>The pages  include active agreements that have been formalized and publicly  posted.&nbsp; Agreements that are managed by CDL/CDC Shared Print are identified  with a special icon for Shared Print. </p>
<p>Agreements  are grouped by Broad Discipline (Humanities, Sciences, Social Sciences, Area  Studies, Government Publications and Maps) and further identified as  prospective or retrospective projects.</p>

<p>The CDL is delighted to announce that Emily Stambaugh has accepted an appointment as Manager of Shared Print beginning November 1st, 2007.&nbsp; Emily comes to the CDL from the University  of California at Riverside, where she has served as the Social Sciences Bibliographer and Collection Analyst since March of 2005.&nbsp; At UC  Riverside, Emily has overseen the development of the libraries&rsquo; collections in the Social Sciences, chaired the Electronic Resources Committee, licensed electronic resources, and provided leadership for the libraries&rsquo; collections in all formats.&nbsp; Prior to coming to UC, Emily served as the Collection Development Librarian at Wake Forest University in North Carolina, and prior to that, as Assistant to the Latin American and Iberian Resources Bibliographer at UNC Chapel Hill.</p>
<p>Emily has  been active in various library organizations and consortia including ALA, the Western European Studies Section of ACRL, the Seminar on the Acquisition of Latin American Library Materials, and the North Carolina Independent Colleges and Universities (NCICU) system.&nbsp; At UC,  Emily has served with distinction on a number of systemwide committees, including the Collection Development Committee and the Scholarly Communication  Officers Group (while serving as temporary Head of Collection Development at UC Riverside) and the Mass Digitization Collections Advisory Group.</p>
<p>Emily holds a Master&rsquo;s Degree in Library Science from the University of North Carolina, Chapel Hill and a  Bachelor&rsquo;s Degree in History from the University of California, Berkeley.&nbsp; She speaks Spanish and Catalan and  brings international publishing and business administration experience to her work in libraries, as well as a strong interest in collaborative collection development, resource sharing, area studies collections, synergies between  print and electronic collections, long-term preservation and collection  assessment. </p>

<p>The California Digital Library (CDL)  seeks an innovative and proactive Manager of Shared Print to plan and oversee  projects that allow the University of California libraries to share and  coordinate printed collections.</p>
<p>Shared Print is a major  collaborative effort of the 10 campuses of the University of California (UC)  designed to enable the UC libraries to meet the complex information needs of an  outstanding faculty and student body in the 21st century through  creative and effective sharing of printed materials.&nbsp; The Shared Print program  assumes a leadership role in planning sustainable systems for millions of  printed library materials, develops mechanisms for effective and creative  resource sharing, and provides a focus for the development of strategies and  initiatives that guide the University&rsquo;s libraries through the transition to a  more collaborative approach to building and sustaining library collections. </p>
<p><strong>Responsibilities:</strong>&nbsp; The Manager will  have primary leadership responsibility for planning shared print projects,  including the analysis of UC print collections for potential shared print  opportunities, consultation with the UC campus libraries and systemwide  librarian groups, development of workflow models and cost models, negotiation  with publishers and vendors, identification and assessment of available  technologies and tools to maximize the efficiency and effectiveness of  collection collaborations, and assessment of shared print projects.&nbsp; The Manager  will also be responsible for identifying and developing opportunities for  collaboration on shared print initiatives with libraries and organizations  outside of UC.</p>
<p><strong>Qualifications:</strong>&nbsp; Bachelor&rsquo;s degree  or an equivalent combination of education and experience and at least five  year&rsquo;s relevant experience in collection assessment and planning (Required).  Masters degree in library and/or information science or related subject or  equivalent experience and education (Preferred). Other requirements that must  be demonstrated:&nbsp; ability to plan, evaluate, budget for and manage complex  projects;&nbsp; knowledge of library bibliographic standards and use of library  collections in a research library setting; knowledge of and experience in  applying collection methodologies; ability to plan and implement new services  and collections; ability to work as a leader in collaborative environments,  build consensus and promote the exchange of information among diverse  constituencies such as faculty, librarians, and vendors; excellent written and  verbal communication skills; experience designing and using data-centered  reports and assessments; attention to detail and proven ability to perform  competently under pressure; strong logic and quantitative reasoning skills.&nbsp;  Other preferred demonstrated skills include:&nbsp; success in collection development  and management in a large ARL library; library technical services management;  working knowledge of UC library collections and current and historical practices  in collaborative collection development and management at UC.&nbsp; Additional  qualifications can be found in the full position  posting.</p>
