				<content:encoded><![CDATA[<p>Here’s an excellent and easy opportunity to broaden your knowledge of some of the projects CDL and the campuses are working on. </p>
<p>CDL recently hosted a webinar series for Users Council that’s now widely available to UC staff.  (The CDL’s Users Council is a group responsible for communicating information between the CDL and the campuses concerning use of CDL tools, services and collections.  Users Council consists of a liaison from each UC campus, including LBNL, LLNL and the Regional Library Facilities.  A CDL representative is an ex officio member. ) </p>
<p>The topics covered were chosen through a member survey, with survey expertise provided by CDL’s Senior Assessment Analyst Jane Lee. </p>
<p>This year there were six lively sessions covering the following ground:</p>

<p>Please join us in welcoming Katie Fortney to the CDL as our new Copyright Management Officer.  </p>
<p>Some of you may already know Katie from her previous incarnation as Collection Development Librarian and Scholarly Communication Officer at UC Santa Cruz, where she: chaired UCSC’s Scholarly Communication and Intellectual Property team; created educational resources and training sessions for faculty, staff and students on the legal and practical issues related to open access publishing, fair use, data archiving, metadata copyright, and database license issues; and proved an invaluable advisor to the Grateful Dead Archive Online project team and Library Special Collections on the copyright, trademark, and privacy issues unique to that collection. At the CDL, Katie will focus on many of the same activities in support of systemwide services and initiatives, including the Open Access policy, eScholarship publishing services, data management and curation, digital special collections risk management, copyright education, and national/international copyright and scholarly communication legislation and policy issues. </p>
<p>Katie comes to this work with a strong background in both law (JD, New York University) and library science (MLIS, San Jose State University) – and with the uniquely beneficial perspective of someone who has worked in the trenches of a UC campus. </p>

<p>Each quarter, the CDL sends a report to each campus Scholarly Communication Officer (SCO) with information about that campus’s use of eScholarship as well as total usage systemwide.  Instead of sending the reports out in email form this quarter, CDL Publishing &amp; Access staff has converted them to an online form that will be much easier for us to generate in the future and will be easier (we hope) for campus constituents to share with colleagues.</p>
<p>Want to know which campus has a publication that was viewed more than 11,000 times—and what it is?   Or which campus has added 13 new journals or academic units in eScholarship?  Check out the reports below.</p>
<p>The reports contain data about the eScholarship activity for each campus and Lawrence Berkeley Lab during the previous reporting period, including:</p>
<ul>
<li>The top ten most frequently read publications</li>
<li>New journals, units and series established in eScholarship by your faculty/students</li>
<li>Total number of your campus eScholarship publications</li>
</ul>
<p>We have also provided the following data to offer a more holistic view of eScholarship activity systemwide:</p>
<ul>
<li>The most popular paper, by campus</li>
<li>Total number of eScholarship publications, by campus</li>
</ul>
<p>Finally, you can view a downloadable activity report detailing the full breadth of eScholarship publications from your campus, organized by academic unit and journal, as of the end of Q4 2012. Usage metrics for these units and journals are provided in the report, including:</p>
<ul>
<li>Total number of items posted per month</li>
<li>Total historical requests for these publications</li>
<li>Percentage of online views that led to publication downloads</li>
</ul>

<p>eScholarship has a new look! </p>
<p>Over the past few months, we’ve redesigned the eScholarship homepage and informational pages to enable us to highlight important events within the scholarly communications environment and new services within UC’s eScholarship repository and Open Access publishing platform.  This new site includes <strong>feature stories, faculty interviews, popular research lists, and a refined navigational system</strong> to help faculty, students and librarians move easily through our various service offerings.  Note:  All publication pages remain unchanged and will be redesigned in consultation with our publishing community in the next phase of this work.</p>
<p>This month, we’re highlighting the following stories in eScholarship:</p>
<p><strong>UCSF’s Open Access policy</strong>:  Learn about the recent passage of a campus-wide Open Access policy for all faculty journal articles and our work in supporting the implementation of the policy.</p>
<p><strong>Public Knowledge Project Partnership</strong>:  CDL has signed on as one of PKP’s major development partners, working specifically to refine the Open Journals System (OJS) platform that provides peer review and manuscript management workflows for journal publishing.</p>

<p>The California Digital Library is pleased to announce a new print-on-demand (POD) and ebook distribution/sales service for books and journals published in eScholarship, the University of California’s open access (OA) publishing platform. This service will enable publishing units within UC to develop hybrid OA business models for their publications. Books and journals enrolled in this service will be freely accessible via eScholarship while simultaneously offered for sale in POD and ebook formats via self-branded ecommerce storefronts and through retail affiliates such as Amazon.com.</p>
<p>In order to support this new publishing model, eScholarship has contracted with Lulu to provide a POD/ebook publishing and ecommerce platform. Working with the Lulu-powered platform will offer many significant advantages to publishing units. The intuitive online interface makes it easy to upload publications, manage descriptive information, and check the status of a publication—or to provide permission for authors to do so. Publishing units will have real-time access to sales and royalty information. Publications will be cross-linked between the two platforms, increasing discoverability and providing readers with multiple mechanisms for accessing the material. And the ecommerce storefront will be co-branded with the publishing unit/name and logo and the eScholarship/University of California logo, highlighting the high academic quality of the research being published.</p>
<p>This program’s goals are to empower publishing units to:</p>
<ul>
<li>Publish in multiple formats, with multiple business models</li>
<li>Focus on scholarly publishing rather than on distribution, e-commerce, and web platform development</li>
<li>Maintain full control over the publishing program and process</li>
<li>Access real-time sales and analytics</li>

<p>The California Digital Library is pleased to announce its new membership in the Open Access Scholarly Publishers Association (OASPA).  Founded in 2008 to “represent the interests of Open Access (OA) journal publishers globally in all scientific, technical and scholarly disciplines,” the OASPA focuses on standards development, business modeling, Gold OA advocacy and education within the academy and beyond.  The eScholarship journals program was reviewed by the OASPA board and determined to be aligned with the association’s code of conduct, as described here:  <a href="http://oaspa.org/membership/code-of-conduct/">http://oaspa.org/membership/code-of-conduct/</a>.  The CDL is delighted to join the OASPA and to join the important work of identifying and implementing best practices for Open Access scholarly publishing.</p>

<p>As the scholarly publishing landscape heats up with more talk of boycotts and Open Access mandates, research libraries increasingly find themselves at a crossroads between publishers and faculty &#8212; and eagerly working to provide new solutions to entrenched problems.  The California Digital Library’s (CDL) latest foray into this space, on behalf of the University of California system, focuses on supporting open source publishing infrastructure through a major development partnership with the Public Knowledge Project (PKP).</p>
<p>As a result of this agreement, the CDL will assist with PKP’s ongoing development and support of its open source software suite — Open Journal Systems (OJS), Open Conference Systems (OCS), and Open Harvester System (OHS), with Open Monograph Press (OMP) due for release in the coming year.</p>
<p>Chuck Eckman, Dean of Library Services at Simon Fraser University stated: &#8220;The California Digital Library is widely recognized for its record of innovation and leadership in the domain of scholarly publishing and the SFU Library is thrilled at the prospects this new collaborative venture creates for advancing our shared scholarly communication goals.&#8221;  Laine Farley, Executive Director of CDL, noted, “Not only are we extremely pleased with the flexibility afforded by OJS, we are also delighted to join this growing international community and contribute to the future growth of this publishing solution.”</p>
<p>The California Digital Library, in partnership with the University of California campus libraries, supports and encourages open access publishing initiatives within the UC system through its eScholarship publishing and institutional repository platform. eScholarship provides a suite of open access, scholarly publishing services and research tools that enable departments, research units, publishing programs, and individual scholars associated with the University of California to have direct control over the creation and dissemination of the full range of their scholarship.  Home to 45 peer-reviewed journals (<a href="http://escholarship.org/uc/search?smode=browse;browse-journal=aa">http://escholarship.org/uc/search?smode=browse;browse-journal=aa</a>), eScholarship has recently transitioned to OJS as its journal management and submission system and has integrated OJS with its pre/post-print, books and working papers repository, which contains more than 45,000 UC-affiliated publications. </p>
<p>John Willinsky, Khosla Family Professor of Education at Stanford University, Library Scholar in Residence and Professor (Limited Term) in Publishing Studies at Simon Fraser University, and founding Director of PKP stated: “Given the leadership, innovation, and engagement shown by CDL in moving scholarly communication into a digital era marked by a spirit of greater openness and sharing aimed at the advancement of learning, this partnership provides a wonderful opportunity for PKP to further explore ways that faculty and librarians can work together to make more of what we do more of a public good.”</p>

<p>The eScholarship team is excited to announce the official launch of our <strong>new submission management system</strong>.  </p>
<p>This milestone marks the completion of a two-phased project, begun in 2009, to transition eScholarship (UC’s Open Access scholarly publishing and institutional repository service) onto a new platform designed to better serve the publishing and dissemination needs of our users.  The first phase of the project focused on creating a customized access interface for eScholarship content, emphasizing local branding and robust tools for interaction with the publications.</p>
<p> This most recent transition to a new submission management system has enabled increased flexibility and agile technical infrastructure, freeing us to adapt our services as user needs evolve and new research practices give rise to new forms of scholarship.</p>
<p>eScholarship&#8217;s new submission management system provides users with targeted workflows for managing a range of publication types. Scholars working with any of eScholarship&#8217;s 40+ original academic journals now have access to the Open Journal Systems (OJS) platform, favored by over 8,000 Open Access journals worldwide.  OJS provides a robust, multi-lingual platform for managing the submission, peer review and editing processes associated with journal publishing. Scholars submitting other types of publications to eScholarship (including working papers, monographs and postprints) now benefit from an intuitive, streamlined submission management workflow built in-house by CDL. </p>
<p>In conjunction with the launch of this new system, the eScholarship team has developed a new <strong>help center</strong> for eScholarship administrators, editors, authors and reviewers.  This help center features a series of short <strong>tutorial videos</strong> that offer step-by-step instructions for completing specific tasks within the new submission management system, as well as detailed <strong>PDF manuals</strong> that provide more in-depth workflow description and instruction for users.</p>

<p>Several UC campuses are actively using CDL’s preservation and access services for the Electronic Theses and Dissertations (ETDs) of their graduate students, exercising a range of the tools CDL provides in support of the information lifecycle.  UC San Francisco, UC Irvine, UC San Diego and UC Merced have all submitted ETDs to the UC Curation Center’s Merritt Repository, from which <a href="http://www.escholarship.org/uc/search?pubType=etd;facet-affiliation=UCSanDiego">UC San Diego’s ETDs</a> have been harvested and are now publicly available in eScholarship. Other campuses have chosen not to make their ETDs publicly available at this time.  CDL’s ETD service was developed with the support of campus partners; this most recent milestone of providing both preservation and access to ETDs was achieved through a strong collaborative effort with UCSD library staff.</p>
<p>Below are some questions and answers about the service:</p>
<p><strong>Is the CDL able to provide an ETD preservation/access service for all UC campuses? </strong></p>
<p>Yes. The CDL provides robust preservation and access services for Dissertations and Theses authored by UC students. CDL’s ETD service integrates the Merritt Preservation Repository with the eScholarship access interface.</p>
<p>Submitted materials will benefit from the long‐term curation strategies developed by the CDL’s UC3 group, as well as the visibility and robust access tools offered by the CDL Publishing Group’s open access, digital publication platform.</p>
<p><strong>Must all ETDs submitted to Merritt be displayed within eScholarship? </strong></p>
<p>No. Though ETDs can benefit from fully integrated preservation and access within this service, it is possible for campuses, departments, and individual students to opt out (if so desired) of the access component, as determined by campus‐wide or departmental policy.</p>
<p><strong>What is the mechanism of the Merritt/eScholarship integration? Where will we submit our ETDs? </strong></p>
<p>ETDs are submitted to Merritt. Those intended to be publicly available will then be programmatically harvested from Merritt, indexed and displayed with the rest of the eScholarship content.</p>
<p><strong>How are ETDs be submitted to this service? </strong></p>
<p>Currently, UC libraries submit their legacy ETD collections directly to Merritt. Merritt provides several methods for submission, including a simple web form, as well as RESTful APIs and other methods. See the <a href="http://merritt.cdlib.org/docs/merritt_user_guide.pdf">Merritt User Guide</a> for more information, or contact UC3 at <a href="mailto:uc3@ucop.edu">uc3@ucop.edu</a> with any questions about how best to submit collections to Merritt.<strong></strong></p>
<p>In the future, we may consider supporting student-based submission, using Vireo or other similar systems. This will require working closely with Graduate Divisions on campuses to coordinate all the necessary steps involved in submitting an ETD.</p>
<p><strong>What about supplemental files – can they be supported as well? </strong></p>
<p>Supplemental files should be submitted to Merritt alongside ETDs. eScholarship maintains the linkage between ETDs and their supplemental files, providing access to those files from the ETD publication view.</p>
<p><strong>How do we handle version control? What if the ETD comes back from ProQuest with rights issues, for example? </strong></p>
<p>Any revised thesis or dissertation will need to be resubmitted to Merritt as a new version. Merritt will persistently maintain all versions of a given ETD (and all of its supplementary material). eScholarship will harvest and display new versions in the place of originals as needed.</p>
<p><strong>How are ETDs organized within eScholarship? </strong></p>
