1. Enhancements to Request/PIR

Thanks to diligent reporting by campus ILL staff, Request has been improved by making a number of refinements and solving various problems. A significant enhancement is that users may now request items from other campuses when the requested items are held at their own campus but all copies are reported as lost or missing. At present, this option is available to campuses that provide links to their circulation systems (UCD, UCI, UCSD, and UCSF). These same libraries are bypassed as lenders if an item's status is "checked out". This feature was planned for Phase II, but we are pleased to report its availability earlier than anticipated.

In addition, ILL staff now see holdings information in the Notes field on Request items sent through OCLC. Non-UC holdings have been added to both email and OCLC requests.

The Project Team is analyzing data on Phase I activity and planning for Phase II, including an analysis of implementing article requests. Technical specifications for the vendor-supplied fulfillment service have been drafted and will be available for review shortly. A special group of consultants is being appointed to review this document carefully in preparation for issuing an RFQ for Phase II. Comments on the technical specifications and RFQ will be due on March 15.


2. Links to Full Content

In response to several comments from librarians we wish to clarify information about the status and timing of adding links from the CDL Directory to journal titles or from CDL-hosted databases to articles.

Although there is some variability depending upon timing and resolution of technical problems, in general access to journal titles is immediately available following license completion, while article-level links take some weeks to complete after that. Current status for recently licensed databases, to which the CDL Directory offers direct access, is as follows:

American Chemical Society (ACS): Access to the titles is available through the CDL directory. CDL is working on finalizing the last pieces needed to add the article-level links to A&I database records.

Elsevier: Titles are now accessible through the CDL Directory.

Highwire Press: Access to new titles is available through the CDL directory and article-level links are generally available within a week of notification that a new title has been added to the Highwire Press site. Science is available via Highwire.

IEEE: The UC/IEEE Experiment in electronic delivery of page images is coming to a close. The past four years have been very useful and we have learned a lot about the issues surrounding full image delivery. The CDL has contracted with IEEE to maintain access to the IEEE/IEE images using the IHS server. IEEE uses IHS - Information Handling Services - as its service provider. Web users will continue to access the IEEE/IEE PDF images via links in the INSPEC database. The years of coverage will remain the same.

During the next few months we will begin the transition from CDL-hosted data, to IHS-hosted data. We expect to begin loading the linking data for the IHS images around March 1, 1999 and to finish loading around April 1, 1999. We hope to make this transition as seamless as possible for the users. The new hyperlinks to the IHS-hosted data will appear in the INSPEC records in the web interface as they are created. During the transition period we will show both the links to CDL-hosted images and the links to the images at IHS in the web interface. Once the IHS links are fully loaded, the links for the CDL hosted images will be removed. For more information, contact your campus IEEE liaison.

JSTOR: Access to the titles is available through the CDL directory. CDL is currently developing the software support (programming) needed to add the article-level links to the A&I database records.


3. Strategic Innovations Working Group Appointed

The CDL and its partners will identify many core technologies, both hard and soft, which are new, undeveloped, or nonexistent but some form of which are needed to realize digital library goals. Simultaneously there are UC-based interests and sets of expertise, as well as national and international research agendas, some represented by grant and award programs, which could be leveraged in the service of UC digital library and scholarly communication goals. These technologies/agendas already include such things as economic sustainability of digital library collection and access methods, archiving and preservation of digital collections, metadata and other standards development, future network capacity and quality of service requirements, and user-identified challenges in information discovery and use.

The need for a strategic innovation and development agenda for the CDL has at least the following components:

  1. Seizing and creating opportunities to leverage for the common good the expertise and interest in digital library innovation found on the campuses and libraries;
  2. Capitalizing on, and contributing to the wider agendas of the digital library research community represented by the Digital Library Federation and others;
  3. Identifying opportunities and sources of extramural funding to support UC digital library goals; and
  4. Prioritizing the activities of CDL staff available for advanced technology development.

The CDL is pleased to announce that the following individuals have agreed to work on these issues as members of the Strategic Innovations Working Group (SIWG):

SIWG joins the Joint Steering Committee on Shared Collections, the Tools and Services Working Group, the Standards and Architectures Working Group, and the Education Working Group as cross-campus advisory groups to the CDL. 4. Shared Collections Survey Results, Selection Criteria, and Summary

The Shared Collections site on the CDL Directory (www.cdlib.org/libstaff/sharedcoll) contains information, documents, and links related to CDL shared collections and the various committees working on shared collections for the University of California.

New additions include the Joint Steering Committee's "Criteria for Priority Selections" (now available), and a "Summary of Survey Results for Commercial Files with Multiple Mention" (to be available by March 5, 1999) which will indicate the Steering Committee's selection priorities. A previously unavailable survey for Anthropology will also be added.

Readers are reminded that this site, meant primarily for UC librarians, also contains information about the STIC initiative, the new Government Information initiative, and the International Consortium of Library Consortia, of which CDL is a member.


5. CDL Brochures Available

A print brochure describing the CDL and the collaboration leading to collections, services, and tools is now available. A set of brochures has been distributed to each University Librarian and a copy mailed to UC faculty members. Additional copies can be requested from the CDL (attention Joyce McDougal - Joyce.McDougal@ucop.edu).

The CDLINFO-L Listserv is designed for UC library employees as a first step in CDL efforts to build an active communications program to inform the UC community about progress in creation of the CDL, policy issues under discussion, and newly available electronic resources. We hope that subscribers from the UC libraries will pass on selected information from the Listserv to faculty, staff, and students on their campuses, as appropriate. On January 20, 1999 the descriptive web site at http://www.cdlib.org will change to become an integrated site providing access to CDL collections and services as well as updated descriptive information.
