DESKTOP DELIVERY PLAN

World Wide Web-based delivery of documents to a user (i.e. Desk-Top Delivery) among the UC campuses and RLFs is an enhancement to the UC-wide PIR resource sharing initiative. Desk-Top Delivery is intended to expedite delivery of ILL non-returnables to UC faculty, staff and students. Articles will be placed on the web by the lending ILL office for immediate access by the requestor, bypassing time and labor for the borrowing library and improving service to library users. This document outlines the basic elements required to establish this new service. It is expected that the service will be implemented on all campuses by the beginning of the next academic year.

SCENARIO
The following scenario describes the Desk-Top Delivery feature:
  • Eligible patron uses CDL Request to place an interlibrary loan for an article, specifying either desk-top delivery or paper document (to be routed through the patron's local ILL office).
  • CDL Request manages the request electronically and sends it to the appropriate ILL office (initially via the current resolution service, but eventually via the Consortial Borrowing Software, or CBS).
  • Lending unit staff retrieves the item to be scanned, calls up the appropriate request record, and scans the document using desk-top delivery software and scanner.
  • If web delivery has been requested, desk-top delivery software provides a PDF file. If a paper document is requested, desk-top delivery software provides a multi-page TIFF file for Ariel delivery.
  • For desk-top delivery, the software mounts the secure PDF file on the web server, generates a URL, and generates an email to the patron citing the url where the article may be viewed and printed (as well as a link to Acrobat software, if needed to read the file).
  • Desk-top delivery software automatically removes the document at the end of a preset period of time
REQUIREMENTS
This service is envisioned as an enhancement to the Patron-Initiated Request project allowing a requestor to choose the most appropriate method of delivery at the time of a Request. Additionally, it is expected that some will prefer to permanently change their delivery option to this new method.

It is anticipated that all campuses will participate in this service when fully implemented. The number of participating units per campus in this first phase will be determined at a later date.

The following steps are part of the planning effort:
  1. Develop functional specifications for the system
  2. Select Desk-top delivery management software
  3. Select Compatible scanners that meet functional specifications
  4. Select sites for initial deployment
  5. Write customer service and support agreement, training agreement with scanner and software vendors
  6. Modify PIR software to accommodate Desk Top Delivery
FUTURE ENHANCEMENTS
Once the Consortial Borrowing Software is selected, the Desk Top Delivery Team will address further integration issues. For example, a CBS system would allow centralized reporting and statistics and ensure that functions such as updating CBS or OCLC need not be performed manually. Members of the Desk Top Delivery team are on the CBS RFP evaluation group to assist in identifying possible integration issues.

PLANNING TIMELINE
In order to implement Desk-Top Delivery on the campuses and at the RLFs, the DTD Team will take the following steps (parenthetical dates refer to completion of the step):
