Project Planning and Resource Allocation

Manager: Joan Starr

Project Planning and Resource Allocation is a one-person service that offers assistance to CDL managers in the areas of project management, strategic and tactical planning, and organizational and administrational problem-solving.

That is a broad portfolio, and it can involve some level of participation in any number of teams, groups, projects, and initiatives, providing Joan Starr with a cross-CDL perspective beneficial for facilitating connections and identifying opportunities. Starr’s work – including consulting, advising, and facilitating – has an overall goal of "helping CDL to be more effective." In any month, for example, she might help a project manager to build a detailed task list to support scenario planning and progress tracking; work with work with two or more directors to share contract resources; and structure, organize, and lead a group meeting to look at project risk assessment and mitigation strategies.

Project Planning and Resource Allocation responsibilities include:

  • Advising and assisting CDL project managers with everything from strategic planning to the nitty-gritty aspects of project planning and control.
  • Promoting project management skills, tools, and techniques at CDL.
  • Evaluating, selecting, and (in some cases) supporting tools for project and resource planning.
  • Advising and assisting senior management in strategic planning, resource allocation, capacity planning, and personnel decisions.
